Although they’ve been held annually since 1997, “The Hollywood Film Awards” (CBS at 8 p.m.) make their television debut with Queen Latifah hosting this strange pre-Oscars showcase of sorts that awards the year’s best filmmaking. Janelle Monáe is also scheduled to perform.
