NEW YORK — Just around the corner from Broadway, the Kennedy Center’s original new musical “Little Dancer” is under construction. A waltz tune fills the bright rehearsal studio, and director-choreographer Susan Stroman, clad in her trademark black, calmly eyes a dozen or so top-hatted men and tutu-ed women swirling into view.
